About Us
The Research Group of Regional Development and Risk Management (RER) focuses its research and teaching on complex, interdisciplinary issues in spatial planning related to climate change, extreme events, and spatial development. Its core areas of focus include spatial risk and climate impact research, flood and heavy rainfall prevention, critical infrastructure, and strategies for adaptation and resilience. Methodologically, the RER employs spatial analysis, modeling, impact assessment, governance analyses, and practice-oriented transfer formats, among other approaches. RER combines scientific research with applied consulting and supports municipalities, regions, and stakeholders in better understanding risks and incorporating them into planning. In addition to prevention, the RER also examines the role of spatial planning, funding, and governance in post-disaster reconstruction. The work ranges from the municipal level to regional, national, and European issues.
Prof. Dr. Stefan Greiving has been conducting national and international research on flood risk management for over 20 years and played a key role in designing the Federal Spatial Planning Plan for Flood Protection, which came into effect in 2021.
Our Goals in KAHR 2.0
In KAHR 2.0, RER aims to systematically examine the impact of previous reconstruction and support measures and to derive recommendations for climate-resilient reconstruction. A key focus is on evaluating measures designed to reduce flood risks, particularly the relocation of public facilities, damage-mitigating structural and technical measures, and measures relevant to critical infrastructure. To this end, RER is developing assessment approaches, linking funding cases, locations, hazard information, and cost-benefit analyses, and presenting results in standardized case studies. The goal is to comprehensively evaluate effectiveness, transferability, and funding logic and make these findings usable for municipalities, authorities, and future reconstruction programs.
